How this works

Where does this data come from?
From the periodic transaction reports members of Congress file under the STOCK Act with the House Clerk and the Secretary of the Senate. Coldpine, an AI-based platform, parses every filing as it is published and links each trade to the member and the ticker.
Why only the last 90 days?
Members have 45 days to disclose a trade, and many file later than that, so a 90-day trade-date window is the shortest one that reliably captures a full disclosure cycle. Every ticker page shows the complete history.
What counts as a cluster?
Three or more different members trading the same ticker in the same direction inside the window. Clusters are descriptive: they say several members moved together, not why, and not what anyone else should do.
What is the pre-disclosure move?
For every disclosed purchase of a ticker on record, Coldpine measures what the stock did between the trade date and the day the filing became public, and shows the average next to the S&P 500 over the same windows. It is a description of a window nobody following disclosures could trade, not a forecast. Tickers with fewer than five priced purchases show no figure.
What does “late” mean?
A trade disclosed more than 45 days after it happened, which is past the STOCK Act deadline. Late filings are public record and are counted here per trade.

Coldpine publishes intelligence on public Congressional disclosures. Nothing here is investment advice or a recommendation to buy or sell anything. The pre-disclosure move is explained in full in What stocks do before Congress discloses.
